It is, in essence, to let water in, where possible, not hope to subdue Mother Nature: to live with the water, rather than struggle to defeat it. The Dutch devise lakes, garages, parks and plazas that are a boon to daily life but also double as enormous reservoirs for when the seas and rivers spill over. You may wish to pretend that rising seas are a hoax perpetrated by scientists and a gullible news media. Or you can build barriers galore. But in the end, neither will provide adequate defense, the Dutch say.

And what holds true for managing climate change applies to the social fabric, too. Environmental and social resilience should go hand in hand, officials here believe, improving neighborhoods, spreading equity and taming water during catastrophes. Climate adaptation, if addressed head-on and properly, ought to yield a stronger, richer state.

This is the message the Dutch have been taking out into the world. Dutch consultants advising the Bangladeshi authorities about emergency shelters and evacuation routes recently helped reduce the numbers of deaths suffered in recent floods to “hundreds instead of thousands,” according to Mr. Ovink.

“That’s what we’re trying to do,” he said. “You can say we are marketing our expertise, but thousands of people die every year because of rising water, and the world is failing collectively to deal with the crisis, losing money and lives.” He ticks off the latest findings: 2016 was the warmest year on record; global sea levels rose to new highs.

He proudly shows off the new rowing course just outside Rotterdam, where the World Rowing Championships were staged last summer. The course forms part of an area called the Eendragtspolder, a 22-acre patchwork of reclaimed fields and canals — a prime example of a site built as a public amenity that collects floodwater in emergencies. It is near the lowest point in the Netherlands, about 20 feet below sea level. With its bike paths and water sports, the Eendragtspolder has become a popular retreat. Now it also serves as a reservoir for the Rotte River Basin when the nearby Rhine overflows, which, because of climate change, it’s expected to do every decade.

The project is among dozens in a nationwide program, years in the making, called Room for the River, which overturned centuries-old strategies of seizing territory from rivers and canals to build dams and dikes. The Netherlands effectively occupies the gutter of Europe, a lowlands bounded on one end by the North Sea, into which immense rivers like the Rhine and the Meuse flow from Germany, Belgium and France. Dutch thinking changed after floods forced hundreds of thousands to evacuate during the 1990s. The floods “were a wake-up call to give back to the rivers some of the room we had taken,” as Harold van Waveren, a senior government adviser, recently explained.

Gausman completed the eighth, going at least that deep for a third time this season. He allowed six hits and walked none.

"He just kept us off balance," said Justin Upton , who finished 1-for-3. "He's got a good fastball, so when he had an opportunity to throw his fastball, he did. Kept the ball moving in and out. We couldn't get barrels on it."

The 29-year-old McGuire, acquired from the Rangers' organization on June 19 after beginning the season with the Blue Jays, began the day by retiring nine of the first 11 batters he faced.

MOMENTS THAT MATTERED McGuire pitched into some bad luck to open the fourth when Adam Jones poked what appeared to be a routine popout toward second baseman Ian Kinsler . But Kinsler lost the ball in the sun as he looked skyward, and it fell between him and first baseman Kaleb Cowart . Jones scored on Machado's blast.

"It's no different than a single to the outfield," McGuire said. "You've just got to go back to competing, and I felt like I pitched Machado tough that next at-bat. I just threw a not-great slider, and he put a good swing on it."

The Halos will start left-hander Andrew Heaney (4-5, 3.95 ERA) as they aim to gain ground on the Mariners in their final 2018 trip to Safeco Field after they were swept there in June. So for the results and our best explanation as to why the tally came in that way ...

Here's a Nov. 2014 interview with the late, Rutgers great Bill Austin that, sadly, I never got a chance to write.

Notable: The composition of the list that generated the poll was attempting to get at situations where Rutgers had good depth at the running back position, not simply one back. The 2014 team only got three votes, but from a depth standpoint, that group was deeper in the 3rd, 4th, and even 5th spots than probably any other. I do agree that the injured Paul James (2nd all-time in per carry average) and Robert Martin (7th) / Josh Hicks (5th) duo were not as good individually as the others being discussed.

Missing in action : The title of the poll should have been named, “deepest running back groups in Rutgers history.” However, even with a change like that, several readers astutely pointed out that the Rutgers running back corps led by Heisman finalist Bill Austin were not on the list. JJ Jennings’s group was also not included. So to be fair to the teams from 1971-1973 and 1958-1961 teams, the secondary ball carriers may have been as talented as others on this list but didn’t get much burn because Austin and Jennings were so good, why would the coaching staff offload responsibility? And it’s not like today with combines, pro days, and constant coverage that ends up making a career college backup quarterback who never took a meaningful snap (Matt Cassell) getting multiple starting jobs in the NFL.

"Great location, fine hotel"

Excellent spot to enjoy ththe city. Very attentive and excellent staff. Room was very good and the room service was excellent. Folks were always asking if I needed anything and when I left, they scurf transportation to airport promptly
